Freedom of speech is fundamental to democracy, development and social dialogue, and as such is enshrined in the Universal Declaration of Human Rights. Marcela Turati (Mexico) denounces the risks faced by journalists and informants in her country, where sometimes it is the government's own officials who persecute and even exterminate those who dare to speak out.
